Sunday morning in Cajamarca: guess who came to perform a parade on central plaza? The military; I reckon that it has to show presence to make clear who is in charge - also reminding the peasant population that they pay for these snug uniforms and their wearers salaries; the former ignored it for the most part anyways.
A nice addendum was the showing of the ongoing projects (mining, reservoir dam or road construction) at the sidelines, see blue helmets. Obviously yet another large-scale project without people support which needs the backing of the military. This is not to say stop all projects with immediate effect. It's about how they are presumably implemented: TopDown - planned from the central government ignoring property rights of the locals, if there were any for that matter.
