Here in Idaho, we have this same issue with deer in the winter. They come down from the tops of the mountains to the lower elevations for food. The state, began a winter feeding program where hay was placed on dirt roads in the mountains during the worst part of the winter. Some of the dirt roads have been built into regular roads now. So while driving one of these roads, I once came upon a wild herd of deer standing in the middle of the road, much like this picture. The deer no longer seem afraid of humans. They just stood there. I honked my horn but they didn't move, they didn't even seem bothered by it.
