Both hands are in his lap so is a concentrating budda - This is where the monks come to pray - notice Thai budda is thin and not fat like a chinese budda. The Thai buddhists believe in everthing in moderation so a fat budda would mean "he ate all the pies" and a Thai budda just wouldn't he would have 1 or maybe 2!
