He wasstood in the middle of a road directing traffic and pedestrians when to cross,and noone seemed to know why he was there.he had a little whistle too and when a car wasn't moving as fast as he'd like he start blowing on his whistle and jumping up and down batting the car to go faster.it was hilarious,and this picture doesn't do it justice but it was the best i could get
