This sculpture is a memorial to all victims of tyranny, not just Germans. One particularly unique aspect of the sculpture is that it is locates below a round opening in the roof. The sculptor is very famous apparently, and the Nazis therefore only threatened her with deportation to a camp but never actually did so.
