They have been making sandcastles for 9 years and Boracay has always been famous for them. Then the government decided to put a stop to this because the locals shouldn't be making money from this!! Outraged! Nobodys forced to give money to anybody. These guys spend days making them (after the rain/storm etc). Look to the right in this picture. It says Last day of the sandcastle - very sad and didn't make any sense!!
